Public Service Media Policies Working Group – CfP

The Public Service Media Policies Working Group of the International Association for Media and Communication Research invites submissions for its open sessions at the 2017 IAMCR annual conference which will take place in Cartagena, Colombia from 16 to 20 July 2017. The theme of the conference is Transforming Culture, Politics & Communication: New media, new territories, new discourses.
The Public Service Media Policies Working Group is open for panel proposals, workshop sessions and research paper proposals to address, in keeping with the overarching theme of the conference, core issues around public service media (PSM) in the context of deep and far-reaching transformations in the cultural, political and communications realms.
We welcome both empirical studies and contributions that are normative in character or aiming at conceptual/methodological clarification and development.
Proposals can be about single national/organisational case-studies or be comparative/cross-national in scope.
We are equally interested in papers addressing contemporary policy issues on PSM and engaging in policy analysis and research that can inform policy-making (e.g., research on PSM audience, content analysis of PSM output, economic analysis of PSM performance).
Historical studies that can contribute, through the lens of the past, to a critical understanding of contemporary issues facing PSM are also welcome.
Finally, we welcome papers from around the world and we strongly encourage submissions from researchers based in countries outside the heartlands of PSM.
Possible topics include, but are not limited to:
- Normative analyses about the value and role of PSM in a changing society;
- Analyses PSM discursive strategies to justify their value;
- The relationships between PSM and the State (issues of governance, political independence and pluralism);
- PSM’s role in promoting citizens’ cultural entitlements and in fostering inclusiveness and social cohesion;
- Funding issues facing PSM (budget cuts, reform of funding systems, PSM involvement in commercial activities);
- Changes to PSM organizational forms
- PSM’s evolving relationships with commercial rivals, suppliers and Internet technology players (e.g., social networking websites, online video streaming services);
- PSM, innovation and audience engagement (personalization, mobility, on-demand and social sharing);
- PSM’s strategy, activities and performance in relation to specific areas of content provision (e.g., news and journalism; children’s; dramas and comedy; religious programming).
This Working Group accepts abstract submissions and presentations in English and Spanish.
Submission of Abstracts
Abstracts should be submitted via the IAMCR Open Conference System at http://iamcr-ocs.org from 1 December 2016 – 9 February 2017. Both individual and panel submissions are welcome. Early submission is strongly encouraged.
The deadline for submission of abstracts is 9 February 2017. Please note that this deadline will not be extended.
Decisions on acceptance of abstracts will be communicated to applicants by their Section or Working Group Head no later than 3 April 2017.
For those whose abstracts are accepted, full conference papers are to be submitted by 26 June.
Guidelines for Abstracts
Unless otherwise stated by a Section or Working Group, abstracts should be between 300 and 500 words in length.
All abstract submissions must be made via IAMCR Open Conference System at http://iamcr-ocs.org. There are to be no email submissions of abstracts addressed to any Section or Working Group Head.
It is expected that for the most part, only one (1) abstract will be submitted per person. However, under no circumstances should there be more than two (2) abstracts bearing the name of the same author either individually or as part of any group of authors. Please note also that the same abstract or another version with minor variations in title or content must not be submitted to more than one Section or Working Group. Such submissions will be deemed to be in breach of the conference guidelines and will be rejected by the OCS system, by the relevant Head or by the Conference Programme Reviewer. Authors submitting them risk being removed entirely from the conference programme.

Criteria for Evaluation
Submitted abstracts will generally be evaluated on the basis of:
- theoretical contribution
- quality of writing
- literature review
- relevance of the submission to the work of the Section or Working Group
- originality and/or significance
Sections and Working Groups may use additional criteria and may assign different weights to the above criteria. Consult the specific CfP or contact the head of the Section and Working Group you want to submit to if you have questions.
